Civic Engagement Coordinator - City of Rockdale
The Civic Engagement Coordinator position reports directly to the Economic Development Director and will support the efforts of the City of Rockdale and the Rockdale Municipal Development District (RMDD). This role will lead community outreach and communication efforts, including coordinating volunteer projects and efforts. This role will facilitate efforts with other organizations for the production of assorted community events and festivals. It is also expected that this position will produce at least one annual community event.
Essential Duties and Responsibilities: Description of Work Avg % Time
Community Event Coordination and Production 35%
Serve as support role for other community events – Develop relationships with other community organizations that produce events. Serve as liaison and supporting function. 10%
Event production – Plan, organize, and execute city events, including community gatherings and festivals. This may involve managing logistics, coordinating with vendors, promoting the event, and managing the event budget. 25%
Marketing and Communications 35%
Creation and execution of City marketing plan and campaigns – plan, create, and execute marketing campaigns to promote city programs, services, events, and initiatives. Ensure consistent identity and messaging across all communication channels. 10%
Website content creation – Review and adjust content on City website. This will involve creating content to ensure accuracy, clarity, and adherence to brand guidelines. Update website with appropriate content to inform the public of happenings and conform to legal requirements. 10%
Social media content creation and engagement – create engaging content for the City’s social media platforms (Facebook, Instagram, YouTube, etc.). Engage with users on those platforms. 10%
Press releases and public relations – Collaborate with various departments to ensure brand alignment. Create press releases, coordinate media interviews, manage public relations campaigns 5%
Volunteer Coordination 15%
Volunteer program development and coordination – Work with city departments and community partners to identify volunteer needs and develop programs that align with city goals and priorities.
This may involve planning events, coordinating schedules, and ensuring smooth program execution. 5%
Volunteer recruitment and outreach – Develop and implement strategies to recruit volunteers for different community programs, projects, and public needs. This will involve community outreach, partnerships with local organizations, and utilizing online platforms to promote volunteer opportunities. 5%
Volunteer recognition – Execute strategies to acknowledge and appreciate the contributions of volunteers, fostering a positive and supportive culture of community volunteerism. 5%
Administration/Other 15%
Professional development and training – Attend professional development opportunities; receive and maintain appropriate certifications. 5%
Budget Management – Monitor and manage marketing and event budgets, ensuring efficient allocation of resources and adherence to budgetary constraints. 5%
Collaboration – Work closely and build relationships with other city departments, community stakeholders, community service organizations, and external vendors 5%
Other - Other duties as assigned
Required Experience and Abilities
The Civic Engagement Coordinator position works closely with the Economic Development Director and City Manager to perform various critical functions. This position will serve as the chief contact between the municipal government and the community. This position will ensure that the city has a robust communication program to interact with the community so that residents and businesses understand what is going on in their city. This will be achieved by recreating the City’s website, making it into one that is engaging, easy to use, and presents relevant information. The website will also serve as a marketing piece for the city. This position will work to create and issue press releases, informing the public of pertinent information. This position will also serve as a liaison with other community organizations to facilitate the execution of their community events. The position will plan and execute the City’s new event program, meant to build social capital in Rockdale and grow the tourist economy. Finally, this position will leverage their local network to encourage volunteer and community service opportunities. Given the diverse nature of this position’s job duties, it is incumbent that this position possesses a broad range of experiences across multiple settings.
Knowledge of:
• Applicable state laws, including but not limited to: The Open Records/Open Meetings Act; Records retention policy; Public Funds Investment Act (PFIA); Economic development laws in the Texas Local Government Code and Tax Code; Local purchasing policy.
• Marketing and outreach best practices, including social media trends
• City operations as it relates to event planning and execution
• Event management technology platforms, including but not limited to event management software and online event registration
• Modern office procedures, methods, and computer software including Microsoft Word, Excel, and Adobe Acrobat
• Website platform maintenance

Minimum Qualifications
At least one year of experience in business development, city planning, real estate, public relations, marketing, or a related field. Experience in the public sector and/or in any of these areas is preferred.
Education
A bachelor’s degree in marketing, business administration, public relations, public administration, communications or related field is required. Additional experience may be substituted for a degree.

Work hours for this position will generally be 8:00 am to 5:00 pm, Monday through Friday; however, some activities (Board and other meetings) will require occasional evening hours.
